Main Purpose of Job

The main purpose of this position is to provide administrative support to all Maryland State Police employees in the area of health benefits and to manage and coordinate the Department's Hearing Conservation Program mandated by the Code of Federal Regulations - Title 29 - Labor - 1910.95 - Occupational Noise Level. This position also reviews, processes and recommends approval/disapproval on Child Care and Nurturing Leave requests submitted by Maryland State Police sworn and civilian personnel. The position requires a thorough knowledge of all plans offered through the State of Maryland as well as enrollment procedures and the laws governing these procedures.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

1.  Working knowledge of and/or experience with any of the following State of Maryland health benefit programs: health insurance plans; prescription drug plan; mental health & substance abuse plan; dental plans; personal accident and dismemberment plan; life insurance plan; hearing conservation program; flexible spending accounts

2.  Experience with administering the State of Maryland Health Benefits Open Enrollment

LIMITATIONS ON SELECTION

This is an internal recruitment, restricted to current, full-time, permanent and contractual State of Maryland employees and employees working by contract with the state.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees will be subject to a complete criminal background investigation to include a polygraph examination before permanent appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application.  Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST, BETTER or QUALIFIED category.  The list will be used by the hiring manager to fill this vacancy.  The list will be valid for one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
