Main Purpose of Job

This position serves as the Contract Manager under the supervision of the Deputy Director for the Contract Performance Unit, and is the primary contact between the Department of Human Services (DHS), Family Investment Administration (FIA) and its vendors, sister State agencies, county and municipal government officials, Local Departments of Social Services and stakeholders. This position requires traveling to designated work sites. The incumbent in this position plans, schedules, coordinates, and executes monitoring visits to FIA vendors, and writes monitoring reports; and implements rules, regulations, standards and controls for carrying out the work of the assigned programs.

POSITION DUTIES

Develops scopes of work and contributes to the development of Request for Proposal documents; evaluates grant applications to determine fitness and vendor's capacity to deliver high quality services to FIA; prepares and submits written and verbal reports; facilitates communication and problem solving between FIA, vendors and other stakeholders to address concerns timely; manages contract monitoring and compliance reviews; reviews vendor invoices for appropriateness of expenditures and compliance with Department of Budget Management and Federal regulations; monitors contract budgets to avoid overspending; informs vendors of federal policies and State regulations affecting service provisions; coordinates and leads desktop monitoring activities to ensure that FIA vendors adhere to Corrective Action Plans (CAP).

Oversees the development of reports for assigned service areas; schedules and coordinates quarterly consultation meetings with FIA's stakeholders; participates in conference and committees discussions relevant to FIA work; develops and implements systems for data collection and performance measurement; evaluates vendors performance based on established criteria; develops protocols and standard operating procedures to improve efficiency in assigned work areas; and performs other related duties.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human
services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration
of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

Experience working with budget preparation for a human service program including the development of required reports.

Experience with monitoring for compliance of a human service program.

Experience using a personal computer, various software and network systems.

Experience setting goals, meeting deadlines and overseeing the workflow of a human service program.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
