Main Purpose of Job

Incumbent in this position meets with custodial and non-custodial parents to resolve paternity issues and to establish or modify child support orders in accordance with the Annotated Code of Maryland, Family Law Article, and Maryland Child Support Guidelines. This position is responsible for reviewing all referrals and applications for modification purposes. Provides legal assistance to OCS (Office of Child Support) special counsel as it relates to case research, document and pleading preparation, and customer contact. This position is responsible for accurately maintaining case data in the Child Support Enforcement System (CSES).

POSITION DUTIES

COURT HEARINGS: Attends court hearings as assigned to obtain consent agreements through negotiation interviews with custodial and non-custodial parents, and private attorneys prior to hearing. Obtains agreements in the establishment of paternity, child support, medical support and the modification of orders. Uses income information to compute child support amount in accordance with the Maryland Child Support Guidelines and prepares consent orders for submission to the court. Prepares cases for court by obtaining dockets, pulling files, conducting audits as needed, and reviewing files to ensure all necessary documents are available and printing all necessary screens. Prior to hearings, puts files in order according to docket and puts lines in files. Assists attorneys in all court proceedings. Makes all appropriate contacts and issuing subpoenas. Ensures that all paperwork is completed for incarcerated obligors owing child support who are found in contempt. Appropriately document payments received in court in accordance with fiscal policy. Assist family court personnel and judicial office personnel as needed on child support matters. All files and paperwork are retrieved and returned to the appropriate location. Disposition of  cases and submits tally sheet to unit supervisor. At all times the incumbent will provide customer service to both internal and external customers that meet or exceeds the standards set by the Department.

REVIEW AND ADJUSTMENTS: Tracks and reviews requests for modifications; obtains necessary information using all available resources (Accurint, MVA, MABS, FCR, submitted documentation, Vineline, MD Judiciary Case Search, CSED, etc) in order to process modification requests; calculates child support guidelines; determines whether or not modification request will be approved; notifies requesting party that the motion has been filed; notify both parties when the request has been denied; prepares appropriate pleadings for filing with court; tracks service writ of summons, both local and interstate, contacts other jurisdictions as necessary. Updates CSES with appropriate codes and updates modification log as appropriate.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: One year of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Applicants may substitute education at the graduate level at an accredited college or university in a human services related field at the rate of 30 semester hours per year for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classification or Administrative Office specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications. 

The ideal candidate will process the following:

1. Two or more years of experience researching and preparing legal documentation for civil court hearings.

2. One or more years of experience reconciling financial transactions.

3. One or more years of experience working for a human services agency in child support.

4. One or more years of experience handling confidential documentation such as correspondence and/or reports.

5. One or more years of experience using Microsoft Office Suite - Word, Excel, CHESSIE (Maryland Child Electronic System Information Exchange) System or CARES (Clients' Automated Resources and Eligibility System).

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
