Main Purpose of Job

The Election Supervisor II performs all assigned responsibilities in a timely manner, under the guidance of the Election Director and in accordance with Election Laws of the State of Maryland, to ensure that every citizen is afforded the opportunity to exercise their constitutional right to register and vote. The Election Supervisor II also performs a variety of complex secretarial duties requiring a thorough knowledge of election laws, rules and procedures; receives general supervision from Election Director and other designated administrative staff and is expected to exercise considerable tact, discretion and judgment in all areas of work. Responsible for keeping confidential records on registrants (including but not limited to Social Security numbers, driver's license numbers, phone numbers, etc.) and candidates. Keeps registry updated and periodically mails Voter Notification Cards and Mail Confirmation Cards to registration, ERIC, UOCOVA reports. POSITION DUTIES

Responsible for an accurate and efficient voter registration work in MDVOTERS in accordance with the Election Laws of the State of Maryland, and provisions of the National Voter Registration Act of 1995, and Help America Vote Act.  Registers new voters, transferring voter records, updating name and address on registry, and assigning voter district and precinct.  Responsible for keeping confidential records (driver’s license and social security numbers, etc.;

Answers incoming calls with specific accurate responses, including answering inquiries regarding voting districts, dates and times of elections, and forwards any calls to proper personnel, if applicable.  Provides secretarial support to Election Director, and other designated administrative staff.  Composes correspondence dealing with routine and occasionally complex subject matter.  Coordinates NVRA distribution plan;

Performs clerical duties based on knowledge of Election Laws of the State of Maryland including maintaining voter records, applying election laws, rules and procedures, and data entry on registration software;

Provides any necessary assistance needed to staff polling places, edits the election judge’s manual, copy and organize training materials, teaches election judges classes, schedules the classes, arranges Election night judges check in for election supplies and arranges board members positions for check in to accept supplies, and other support staff in full range of specialized clerical work in a local election office, if requested;

Other duties as assigned by Election Director.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience applying election laws, rules and procedures in a local election office.

Notes:

1. Specialized clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of one year for each six months of the required election office experience. Specialized clerical experience is defined as work in an office which requires reviewing, verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies, regulations, guidelines and procedures.

2. General clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of two years for each six months of the required election office experience. General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.

3. College courses from an accredited college or university may be substituted for the required experience at the rate of 30 credit hours for one year of experience.

4. Additional experience applying election laws, rules and procedures in a local election office may be substituted for the required education on a year-for-year basis.

DESIRED OR PREFERRED QUALIFICATIONS

Election office experience.

Experience supervising support staff and conducting performance evaluations.

Limited to candidates willing to accept employment in Somerset County, MD

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d).

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
