Introduction

The Department of Labor, Licensing and Regulation is accepting applications from all qualified applicants for the Contractual position of Office Secretary III. The position accurately responds to consumer inquiries by telephone about licensing records and complaint records; process original applications, Lockbox renewal applications, payments and credit card charge backs for twenty-five (25) licensing boards.

Main Purpose of Job

The main purpose of this position is to accurately respond to consumer inquires and request for information concerning the licensing status of twenty-five licensing boards, commissions, registration and certification programs; complaints filed against licensees and registrants of the regulatory Boards/Commissions within the Division of Occupational and Professional Licensing; also assisting the Administrator with secretarial duties and responsibilities.

POSITION DUTIES

Duties of this position include, but are limited to:

  • Respond to consumer inquiries by telephone about licensing status and password assistance in order to accurately interpret complex licensing records and complaint records in accordance with the Maryland Public Information Act. Reduce consumer frustration by directing phone calls to the proper agency and staff members using knowledge of the agencies personnel.
  • Process original applications, lockbox renewal applications, payments and credit card charge backs for 25 licensing boards.
  • Process reports for Maryland Home Improvement, Real Estate and Real Estate Appraisers/Home Inspectors.
  • Review, verify and/or resolve checks for licensee manual deposits; review, verify and write summary of daily receipts form; assist with opening and distributing the daily mail; process licensee renewal request; mail renewal applications; process credit card disputes and refund when needed.
  • Provide clerical, data entry services, mail processing and distribution assistance to the payment center in order to facilitate license processing by mail and via the internet; process checks that need to be returned from the manual deposits when needed.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years performing secretarial or clerical work involving typing duties.

Notes

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or Administrative, Clerical, or Office Services specialty codes in the Administrative Support field of work on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Experience using Microsoft Office (Word and Excel)

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a keyboard of a personal computer at a minimum of forty words per minute may be required, depending on the specific requirements of the position.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
