Main Purpose of Job
The primary purpose of this position is to ensure appropriate and consistent application of COMAR Title 21 Procurement Regulations and that the Department of Human Services' (DHS) Procurement Policies and Procedures are followed for implementation of DHS programs and services.
POSITION DUTIES
Learns to prepare accurate and complete contracting and purchasing documents; Learns to reviews solicitations for substance, accuracy of the information, and to process procurement transactions; learns to advise and instruct programs on how to accurately prepare solicitations, contracts, contract amendments, contract renewals, Grant Agreements, etc.; learns to develop procurement transmittal documents and to prepare for contract approval; learns to review procurement contracts for compliance with State laws and regulations; learns to communicate effectively with all levels of officials and contractors both inside and outside the agency; learns to conduct pre-bid conferences and explain procurement regulations and procedures; learns to use computers and appropriate software to prepare contracts, specifications and procurement documents; learns to use the Advanced Purchasing and Inventory Control System (ADPICS) portion of Financial Management Information Systems (FMIS) to facilitate the procurement process; and learns to perform other related duties as assigned.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s Degree from an accredited college or university.

Notes:
1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year for year basis for up to four years of the required education.
2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required education.
3. Candidates may substitute any of the following written certifications, obtained through passing an examination for the required education: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers).
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting and Industrial Management classifications or Contracting and Industrial Management specialty codes in the Procurement field of work on a year-for-year basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
One year work experience with the use of computers and appropriate software to prepare contracts, specifications and procurement documents.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
