Main Purpose of Job

The main purpose of this position will be to function as an investigator directly responsible for the planning, case review, investigation, thorough analysis and determining strategy necessary to properly prepare a case for the prosecution and/ or alternative resolution. This position will conduct highly confidential investigations of assigned complaints lodged against health care practitioners,  including fraud, misconduct, incompetence, and/or other violations of the Annotated Code of Maryland, Health Occupations Article, Title 12 and its regulations found in COMAR 10.38. This position will be responsible for documenting investigative findings and presenting written reports to the full Board, issues subpoenas and/or disciplinary sanctions. as well as investigating applicants for licensure or renewal of license. This position may also investigate applicants applying for reinstatement of licenses following fulfillment of disciplinary sanctions, and coordinates investigations with Board Counsel, Prosecutors, Board Member Liaison, if needed.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree in the field of criminal justice, criminology, law enforcement or an allied health field (such as nursing, pharmacy, psychology, social work, nutrition, dietetics, speech pathology, audiology) from an accredited college or university.

Experience: Two years experience conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings.

Note:

1. Additional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Investigator, Police and Intelligence Specialist classifications or Investigator, Police and Intelligence specialty codes in the criminal investigation field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position should possess the following:

      . working knowledge of investigations dealing with complaints such as health care practitioners,  fraud  and misconduct 

      . experience with licensure or renewal of licenses

      . computer skills in the operation of various on-line systems and programs to enhance investigations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in these classes may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in these classes may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
