Main Purpose of Job

The Maryland Health Services Cost Review Commission seeks an Analyst to assist the Director of Population-Based Methodologies in evaluating, modeling, and assessing projects related to Research and Methodology. The HSCRC is responsible for developing, refining, and implementing Commission policy geared toward achieving its mandate of providing maximum efficiency and effectiveness at Maryland hospitals and achieving the goals of the Maryland All-Payer model approved by the Centers for Medicare and Medicaid Services (CMS). The Commission is an independent agency of Maryland government and is unique in the U.S. because it sets hospital rates for self-pay and commercial patients as well as for Medicaid and Medicare patients as a result of its waiver from Medicare's Prospective Payment System.

Responsibilities include:

  • Conducting methodological research and evaluation of potential reimbursement methodologies related to the All-Payer Model and successor models, and potential Commission policies
  • Developing routines and processes to implement new reimbursement methodologies, including care redesign reimbursement, hospital efficiency incentives in a global budget environment, mechanisms to limit increases in total cost of care (beyond just hospital care), and population-based payments.
  • Assisting in refinement of current methodologies
  • Producing required data and analysis for existing reimbursement mechanisms

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited college or university in Public Health, Public Policy, Healthcare Statistics or a related field is required.  An advanced degree is preferred.  Critical skills include the ability to design, implement, summarize, interpret and report the results of analytical studies to assist in the development of hospital reimbursement methodologies.  Experience must include a minimum of three years directly designing, developing, and implementing healthcare policy analysis projects and programs.  Public policy-related experience is strongly desired.  Strong candidates will have experience with data analytics and be able to conduct various analyses using a variety of data sources (literature, hospital quality metrics, financial reports, etc.)
