Main Purpose of Job

The main purpose of this position is to assist the Associate Director Quality Initiatives and the Associate Director of Performance Measurement with research, development and policy analysis activities of the Commission related to performance measurement and population health.

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited college or university in Public Health, Public Policy, Nursing, Nursing Informatics, Healthcare Quality, Healthcare Statistics or a related field is required.  An advanced degree is preferred.  Critical skills include the ability to design, implement, summarize, interpret and report the results of analytical studies using measures of performance that contribute to the HSCRC's development of hospital payment rates and hospital/state performance monitoring.

Experience must include a minimum of three years directly designing, developing, and implementing healthcare performance measurement and policy analysis projects and programs.  Public policy-related experience is strongly desired.

SELECTIVE QUALIFICATIONS

The candidate must have the ability to develop and employ an array of policy analysis and statistical techniques to conduct the various analyses using a variety of data sources (literature, hospital quality metrics, HCAHPS data, discharge data, financial reports, labor market data, etc.) with analytic, reporting and statistical software packages (e.g. SAS, SPSS, STATA, Excel etc.).
