The Maryland-National Capital Region Emergency Response System (MDERS) is a division of the Maryland Institute for Emergency Medical Services System.  We have a full-time contractual position available for a highly-qualified Finance & Logistics Program Manager.

Main Purpose of Job

The Maryland-National Capital Region Emergency Response System (MDERS) is seeking a highly-qualified Finance & Logistics Program Manager to develop and maintain a budget, oversee all procurement, track and oversee the maintenance of all assets, and plan for the fiscal future of all stakeholder projects and staff sustainment. The Finance & Logistics Program Manager will report to the MDERS Director and coordinate with other MDERS Program Managers and staff, MIEMSS leadership, and the State Administrating Agent (SAA) for all federal grants.

POSITION DUTIES

  • Coordinate with MDERS Director, MIEMSS leadership, and stakeholder Steering Committee on budgeting, forecast, and financial status on a regular basis.
  • Brief and coordinate with stakeholder representatives of all authority levels, both individually and in groups, to discuss financial and resource management matters.
  • Oversee maintenance of inventory management system for all relevant assets. Track and oversee maintenance of MDERS assets and equipment.
  • Coordinate with MIEMSS and state entities on all matters relating to MDERS physical properties (both office and storage).
  • Budget for, monitor, and track all MDERS employee payroll.
  • Develop Project Management Plans for all stakeholder and MDERS sustainment projects.
  • Coordinate with project managers to develop Quarterly Status Reports for all MDERS sustainment grants.
  • Coordinate with project managers to develop grant Closeout reports and associated documents.
  • Participate in all grant-monitoring activities, including site visits, audits, and inventory inspections.
  • Oversee collection and maintenance of all quotes, requisitions, invoices, and proofs of payment for MDERS sustainment project procurements.
  • Ensure appropriate grant reimbursement submissions for all MDERS sustainment project procurements.
  • Oversee or otherwise support key project management activities on a variety of stakeholder and MDERS sustainment projects.
  • Provide subject matter expertise when appropriate on all stakeholder and MDERS sustainment projects.
  • Serve on appropriate local, state, and regional committees and workgroups on the behalf of MDERS.
  • Monitor, mentor, and manage Finance and Logistics Program staff members. Coordinate with MDERS Director, MIEMSS leadership, and state Human Resources representatives for personnel management.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited university or college.

Experience: Five years of progressively responsible project and financial management experience.  The experience should include tracking large expenditures across multiple projects/fiscal years and establishing/maintaining large budgets across multiple fiscal years.  

DESIRED OR PREFERRED QUALIFICATIONS

  • Bachelor’s degree in emergency management, health services, emergency medical services, or related discipline.
  • Familiar with federal grant expenditure requirements and reporting processes.
  • Experience developing and forecasting numerous, multi-million dollar budgets across multiple fiscal years.
  • Experience coordinating between stakeholders, vendors, and staff peers to assist in stakeholder procurement practices, resource management activities, and grant documentation.
  • Experience interpreting local, state, and federal financial code and standards.
  • Experience managing multiple, large-budget projects in short timeframes.
  • Ability to communicate clearly and effectively, in writing and verbally, to individuals and large audiences.
  • Experience working with staff peers, stakeholders, and a variety of other public and private partners in a manner that fosters a collegial, cooperative, and friendly working environment.
  • Experience collecting, maintaining, and presenting complex financial information, across multiple projects and multiple fiscal years.
  • Experience using workplace software, including Microsoft Office Suite and Quicken.

BENEFITS

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year. 

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
