Introduction

The Maryland Developmental Disabilities Council (MD DD), a statewide public policy and advocacy organization, is hiring a Director of Public Policy Initiatives. The Director will join a small staff and work with a 30-member council and other partners to help advance the organization’s mission and improve policies, programs and practices that impact the lives of Marylanders with developmental disabilities across the lifespan. The MD DD Council works to eliminate barriers, create opportunities, empower people and promote innovation. The Council is not a service provider. See md-council.org for more information.  

This is a management service position that serves at the pleasure of the appointing authority.

Main Purpose of Job

Director of Public Policy Initiatives leads, coordinates and participates in various initiatives of the Council to develop, improve or expand services, programs, policies, funding and practices that further the Council's mission of inclusion of all people with developmental disabilities in all facets of community life. The Director of Public Policy Initiatives has responsibility for achieving outcomes in multiple assigned public policy and advocacy priority areas as established under the Council's 5-year State Plan. In addition, the Director of Public Policy Initiatives has responsibility for monitoring of grants related to self-advocacy and leadership development.

POSITION DUTIES

  • Leads, coordinates and participates in various initiatives and activities of the Council related to assigned areas of responsibility. For example, children and family support, self-advocacy, and leadership development.
  • Advocates for improvements in policies, practices, services, programs, laws, and regulations that affect people with developmental disabilities and their families. Formulates and implements strategic action plans to accomplish outcomes in partnership with other individuals and organizations.  
  • Represents the Council on committees, coalitions, and commissions to further the Council’s mission and impact public policy and program issues.  
  • Participates in the design of projects & initiatives and Requests for Proposals that promote community inclusion and improve supports &services for people with developmental disabilities and their families.  
  • Monitors and provides technical assistance to Council funded grants in areas assigned. Analyzes project outcomes.  
  • Works on special projects and initiatives.
  • Occasionally assists with legislative work related to areas of responsibility. This may include analyzing legislation and departmental budgets and providing recommendations. May also require providing written testimony in areas of responsibility.
  • Staffs Council committees and workgroups related to assigned areas of responsibility.
  • Provides oversight and management of membership recruitment and support.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, exercising responsibility for the development of policies or procedures, or advocating for changes in public policy.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • At least two years advocacy experience.  
  • Strong oral and written communication skills.     
  • At least one year experience working on disability issues and improving disability public policy.       

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
