Main Purpose of Job

This is a professional position is responsible for recruiting and hiring professional staff and serving as the administrative lead for initiating Human Resources processes related to recruitment and hiring.

POSITION DUTIES

Administers and facilitates initial recruitment for (credentialed) education professionals, support professionals and para-professional positions; designs position announcement campaigns and coordinates advertisements; completes initial screening of applications and resumes makes recommendations for interviews; provides Human Resources consultation to Divisions in the provision staffing strategies and solutions; Serves as the lead for the HR reception office/lobby in order to assure efficient day-to-day operations for application control and work flow; assists with the administration contractual employment program;  conducts training for Human Resources Procedures;  completes special projects that contribute to enhancing and improving HR services.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor’s Degree from an accredited college or university with course work in Human Resources, Business/Public Administration, or a related area. PHR/SPHR certification is desirable.  

EXPERIENCE: One year of professional human resources experience in recruitment, training, or similar experience is required. Experience working with automated HR applicant tracking systems is desirable.  

NOTES: Additional experience within human resources recruitment, training or similar experience may be substituted for the required Bachelor’s Degree at a rate of one year of this experience for one year of the required education.

SELECTIVE QUALIFICATIONS

Knowledge of the theories, principles, and practices associated with human resource management; knowledge of recruitment methods and employment laws; knowledge of Microsoft Office, database software and Maryland’s Online Application system JobAps (SPS); skill in resolving human resources issues by applying various methodologies and deciding among several solutions; skill in communicating clearly and effectively; skill in maintaining harmonious and effective working relationships with supervisors; coworkers, officials, and the general public; ability to learn program content areas; ability to design and conduct orientation and training programs.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
