Main Purpose of Job

This is a professional position responsible for responsible for developing, implementing and managing a uniform invoice verification process to provide financial oversight for all grants and contracts for the Division of Early Childhood Development as well as providing technical assistance for monitoring the financial and logistical aspect of financial procedures impacting grants for the division as a whole.

POSITION DUTIES

Develops, implements, and provides fiscal management for federal dollars awarded as  grants which are issued by the Division of Early Childhood Development (DECD); maintains and monitors timely processing of invoices, including periodic tracking of balances on requisitions and grants; provides timely, accurate and substantive assistance to DECD in terms of providing logistical support; monitors financial procedures impacting the DECD for all grants including solicitation of RFP’s, Task Orders and review and desk monitoring of fiscal information for all grants; determines program needs for funding and recommends strategies for addressing program objectives and implementation plans; provides professional development to program managers regarding documents and use of finances; coordinates annual grants and responds and researches inquiries from MSDE staff and the public; develops and implements procedures and processes for overall effective operations; serves as an intermediary between division and procurement for all solicitation for services regarding the DECD projects as well as maintains accurate financial records for headquarters, aid accounts, schedules and federal accounts; provides direct, specialized technical assistance to local school systems, head start agencies and the child care community financial officers, agency heads and other division employees.

MINIMUM QUALIFICATIONS

EDUCATION: Bachelor’s Degree from an accredited college or university in Business, Finance, Accounting or a related area.  

EXPERIENCE: Three (3) years of professional experience in grant evaluation and monitoring or budget preparation, development, presentation and execution.  

NOTES:

  1. Applicants may substitute graduate education in business, accounting, economics, finance, political science or public administration at a rate of 30 credit hours for each year of experience.
  2. Applicants may substitute additional experience on a year for year basis for the required education.

SELECTIVE QUALIFICATIONS

Knowledge of the principles, procedures, and practices of grants administration and financial appropriations; knowledge of financial practices and budget analysis for education programs; skill in using fiscal software packages and presenting accurate and concise reports; skill in managing multiple tasks; skill interpreting policies, procedures, laws and regulations; ability to establish and maintain harmonious working relationship; ability to communicate clearly and effectively both orally and in writing.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
