Main Purpose of Job
This is a professional position responsible for providing strategic technical expertise and support to the various operating divisions within the Maryland State Department of Education and serves as the technical and financial advisor to MSDE Assistant Superintendents with regards to financial allocation and expenditure.
POSITION DUTIES
Provides solutions to tailored needs of assigned division managers; develops and implements consistent and effective protocols for Headquarters and Aid to Education financial operations; ensures that management receives essential, timely, concise, and useful reports and guidance regarding allocations, encumbrances, expenditures, and carry-over funds; reviews and approves all division financial transactions (e.g. requisitions, contracts, contract employee/Loaned Educator/temporary employee requests, sub-grant Notice Of grant Awards (NOA) and payments, budget realignments, sub-cabinet fiscal documents, etc); develops, prepares and amends financial reports; responds in collaboration with the assigned Assistant State Superintendent(s) to budgetary questions from MSDE decision makers and State/Federal government analysts/auditors; communicates effectively with internal and external stakeholders.
MINIMUM QUALIFICATIONS
EDUCATION: Bachelor’s Degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
EXPERIENCE: Two years of professional experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
NOTE: Applicants may substitute a Bachelor's Degree with 30 credit hours in Accounting and related courses including or supplemented by three credit hours in auditing for the required education.
