Main Purpose of Job

The main purpose of this position is to administer mandatory Department of Public Safety and Correctional Services (DPSCS) and perform paraprofessional human resources duties in the administration of Human Resource programs in the State Personnel Management System (SPMS). These duties are characterized by the use of knowledge, discretion and independent judgement in the analysis and administration of employee health programs, monitoring and managing leave programs and worker compensation claims. This position provides guidance and support to DPSCS Administration, Department heads, staff and to the public requiring a vast knowledge of Federal, State, Departmental and Institutional directives, rules, law, regulations, procedures, protocols and standards.

POSITION DUTIES

Some of the duties for this position include:

Interprets and applies human resource policies and guidelines used in medical case management, work related injuries, transitional work assignments, reasonable accommodations, American with Disabilities Act (ADA) compliance, Family and Medical Leave Act (FMLA) compliance, State Medical Director (SMD), Independent Psychological Evaluation (IPE) referrals, worker compensation claims management, employer’s insurance claims management, and transitional employment (Managed Return to Work Program).

Collaborates with all human resource partners  such as Employee Relations, Office of Equal Opportunity, Recruitment and Examination and Retention, Operational Services, the Department of Budget and Management, the Leave bank and Employee Assistance Program Coordinator and others to address medical and personnel needs of the Department of Public Safety and Correctional Services’ community.

Researches, develops, reviews and analyzes case information in order to make determinations about how to best address and bring outstanding cases to resolution.

Processes leave events associated with Accident Leave, Temporary Total Disability, FMLA and other medical leave in the Workday system.

Processes employee-to-employee and leave bank donation requests.

Works with supervisors and managers to address One Day Sick Leave Restrictions.

Refers employees to the Employee Assistance Program Coordinator for processing.

Renders advice to address concerns through interactive interviews, meetings, telephone conversations, email and other forms of communication among Departmental employees and leaders.

And other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience ,involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Notes:

1. One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered. Include clear and specific information on your application regarding your qualifications.

One year of experience identifying and resolving employee health services issues such as FMLA and on the job injuries.

EXAMINATION PROCESS

All persons who meet the minimum and selective qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.  Please make sure that you provide sufficient information on your application to show that you meet the qualifications for this recruitment. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
