Introduction

The State Department of Assessments and Taxation is looking for a Procurement Officer to provide day to day management and oversight of procurement operations for the Department.  This position is a Special Appointment position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

As the Procurement Officer for a State agency, the incumbent is responsible for:

The day-to-day management and oversight of procurement operations for the Department. Responsible for managing, directing, and administering all aspects of procurement, which includes facilities management and general administration of the property and equipment records for 24 local jurisdiction offices, and the headquarters offices located in Baltimore and a procurement staff of two.

Supervise the delivery of adequate and timely customer service to SDAT personnel and vendors in the execution of the Department’s day-to-day procurement operation.

Review and analyze purchase requisitions and advise agency programs on the most appropriate procurement methods to use, such as negotiated awards, competitive sealed bidding, competitive sealed proposals, sole source, or emergency in accordance with State Procurement laws, procedures, and regulations.

Provide real time tracking of all SDAT contracts to facilitate long-range planning for future SDAT procurement needs over multiple budget cycles.

Conduct and oversee the planning, procuring, and performance of competitive sealed bids (CSB), competitive sealed proposals (CSP), and sole source contracts for services, furniture, and equipment, including IT equipment contracts.

Prepare effective Invitations for Bid (IFB), and Request for Proposal (RFP) packages in accordance with state guidelines (COMAR) that include all required contract documents, including preparing PORFP and/or TORFP against the appropriate IT contracts.

Develop contract specifications, including Scope of Work, performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals and advertisement requirements in accordance with State procurement procedures, laws and regulations for the procurement of all necessary services, supplies, maintenance and equipment, including IT procurements.

MINIMUM QUALIFICATIONS

Education: Bachelor’s Degree from an accredited college or university.

Experience: Five years of progressive experience in procurement administration and management, including supervisory experience.   The supervisory experience should consist of assigning, reviewing, and approving the work of others and disciplining and evaluating the performance of others.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in contract management or procurement involving duties such as soliciting, evaluating, negotiating and awarding contracts, ensuring compliance with procurement laws, regulations and conditions.
  • Supervisory experience including assigning, reviewing, and approving the work of others and disciplining and evaluating the performance of others and staff supervision.
  • Excellent writing and verbal communication skills.
  • Proficient in Microsoft Office.
