Main Purpose of Job

This position is responsible for ensuring the effective and efficient management of the Facilities Operations and Services Branch by providing administrative services. These duties include the design and administration of special projects at the DORS/WTC complex, completion of project specifications and reports, the development and administration of the branch's budget, the administration of inventory control procedures for all DORS statewide facilities, and the development and design of all field offices requiring relocation or modification.

POSITION DUTIES

Coordinates special projects such as gathering all necessary information for capital projects and serving as a liaison to the Department of General Services to ensure coordination between the contractor and DORS.  Other administrative duties will include the completion of intra-State reporting requirements (i.e., water usage, recycling, energy conservation and fleet management).  This position will serve as the inventory officer to ensure the reconciliation of the Agency’s inventory, completing and tracking all disposal records and ensuring that the inventory management system is kept current.  Other duties will include serving as the technical advisor on leased properties to ensure that all lease requirements are being met and coordinating with the landlord and the Department of General Services regarding lease renewals or office relocations.  This position will work with the Director to gather and prepare service contracts, write specifications for projects, prepare the annual plant assessment, gather statistical information for the budget, track work orders and ensure  compliance with the Commission on Accreditation of Rehabilitation Facilities (CARF).   

MINIMUM QUALIFICATIONS

Education:

A Bachelor's degree from an accredited college or university.

Experience:

Four years of experience in administrative staff or professional work.

Notes:

  1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
  2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience. 

SELECTIVE QUALIFICATIONS

Employees must possess a motor vehicle operator’s license valid in the State of Maryland. Please make sure this information is noted and up-to-date on your application.  

DESIRED OR PREFERRED QUALIFICATIONS

Experience working with Microsoft Word, Excel and Power Point to prepare and produce reports, correspondence and other documents .  Must be able to work with both internal and external parties to ensure the coordination and completion of various projects and administrative duties.
