Main Purpose of Job

This position will oversee and administer all aspects of the MD Correctional Enterprises' CARES (Continuing Allocation of Re-Entry Services) program. The incumbent is responsible for program development, coordination, and monitoring. The Director of Reentry Services will lead efforts to establish relationships with employers and facilitate interviews and job placements of program participants. The position will ensure that goals of the MD Correctional Enterprises' CARES program are met, and will be responsible for follow up with participants after release. This position will also provide support to applicable inmates nearing release within the MCE program. This position will attend relevant training conferences and present before interested partners throughout the State.

POSITION DUTIES

The Director of Reentry Services will supervise two contractual employees and coordinate the recruitment, assignment and transfer of eligible Maryland Correctional Enterprise inmate employees within the CARES (Continuing Allocation of Re-Entry Services) program.

Responsibilities include: initiate and monitor inmate employee transfers as needed, job development and placement for released inmates, maintain and develop relationships with service providers across the state, present program results to community and government partners, administrative duties, and an ability to work effectively with people of diverse educational and cultural backgrounds, ranging from offenders to public officials.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three (3) years’ experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered. Include clear and specific information on your application regarding your qualifications.

One year of experience in a service-provider career coaching environment that requires detailed case management leading to successful client outcomes in human services or workforce development.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

·         Experience with the incarcerated/ formerly incarcerated population or a similar population

·         Organizational planning and project management

·         Program development for “at-risk” individuals is highly preferred

EXAMINATION PROCESS

All persons who meet the minimum and selective qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
