Main Purpose of Job

The Agency Procurement Specialist Supervisor is responsible for providing supervision, leadership and technical assistance in support of the development, implementation, tracking and awarding of procurement of goods and services for Divisions within MSDE including Assessment and Accountability, Information Technology, Early Childhood Development Programs, Special Education Program, Career and College Readiness Program, Communications and Academic Policy, Leadership development, Library services and other programs as assigned.

POSITION DUTIES

Coordinates, directs, and administers the procurement of goods and services; provides guidance, assistance, and consistent interpretation on all laws, policies, regulations and directives affecting administrative aspects and in matters to maintain an efficient, effective and economical system; maintain liaisons with all regulatory agencies- Board of Public Works, Department of Budget and Management, Department of Information Technology, Department of General Services, Office of Attorney General- regarding all administrative aspects; processes contracts, supervise processing of requisitions and purchase orders; provides assistance to employees, and other duties as required.

MINIMUM QUALIFICATIONS

EDUCATION:  A Bachelor’s Degree from an accredited college or university.  

 EXPERIENCE: Four years (4) of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.  

Notes:

  1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year for year basis for up to four years of the required education.
  2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the theories, principles and practices of public procurement administration; Knowledge of State and federal procurement laws, regulations and policies; Knowledge of contract and specification writing techniques; Skill in using computers and appropriate software to prepare contracts, specifications and procurement documents; Skill in reviewing procurement contracts for compliance with State laws and regulations; Skill in conducting pre-bid conferences and explaining procurement regulations and procedures; Ability to use the ADPICS portion of FMIS; Ability to supervise lower-level Agency Procurement Specialists and related support staff; Ability to communicate effectively with all levels of officials and contractors both inside and outside the agency.

LIMITATIONS ON SELECTION
