Main Purpose of Job

This position is a direct report to the Secretary of the Maryland Department of Health (MDH). MDH is one of the largest agencies in state government, encompassing Medicaid, public health, developmental disabilities programs, health occupations, medical research, child, family and maternal health programs, regulatory programs, local health departments and over 12 state facilities.

The Inspector General is the senior official responsible for audits, investigations, law enforcement, program integrity efforts, corporate compliance, ethics, and institutional review board efforts relating to the MDH programs and operations. The Inspector General manages a professional staff that includes: attorneys, clinicians, auditors, investigators, and administrators dedicated to promoting efficiency, effectiveness and compliance in MDH programs and pursuing fraud, waste and abuse that may occur on all programmatic levels.

This position serves as a chair of a task force that consists of regulatory, prosecutorial, and programmatic staff that review all efforts associated with fraud, waste and abuse in the MDH bill paying administrations that specifically target overpayments, fraud, and abuse in the Medicaid programs.

MINIMUM QUALIFICATIONS

Qualified candidates will possess a Bachelor's degree from and accredited college or university. CPA certificate, or Juris Doctorate preferred. Candidate will have six years of accounting/financial management or similar experience and five years of progressive, supervisory experience. Professional experience must include work in fraud investigation/prevention, and/or conducting financial audits.

 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Demonstrated knowledge of fraud detection and investigation procedures and general audit principals.  
  • Experience developing and implementing policies and procedures related to fraud prevention, fiscal compliance and privacy .  
  • Ability to manage personnel, budget, procurement, and information systems.  
  • Experience in communicating effectively with the Executive Team for the purpose of planning, executing and reporting performance and financial audits.  
  • Proficient with using technology related to investigations.
