Introduction

SUMMARY:              

Reporting to the Executive Director, the incumbent will help develop and implement the Maryland Medical Cannabis Commission’s (MMCC) policy approach to the regulatory aspects of the Maryland Medical Cannabis program including related legislative, administrative and industry matters. The incumbent will also help manage certain other policy/legal issues, including developments in medical cannabis innovation.  The demands of the portfolio will include research, analysis, and active engagement with Commission members and other trade groups and stakeholders.    

As appropriate, (s)he will develop and maintain relationships with relevant MMCC staff, Commissioners, trade associations, policymakers, and other stakeholders.  Assists in the oversight of the Regulatory requirements in committees and working groups.

The incumbent will be expected to advocate MMCC positions with appropriate state and federal policymakers and representatives from a wide variety of other organizations.  Work will include the preparation and regular update of policy materials and a wide variety of other communication materials.  Incumbent will deliver presentations on regulatory developments, monitor legislative developments, and analyze proposed regulatory changes or otherwise develop strategies. 

The ideal candidate will have background knowledge and experience working for/with a Maryland State and or local government enforcement, legal and regulatory agency on policy issues and in building relationships with stakeholders.

Main Purpose of Job

PRIMARY RESPONSIBILITIES:

  • Acts as a senior staff advisor to the Executive Director and/or Commission Regulatory, Policy and Compliance Committees. Organizes and prepares updates on issues in their portfolio and advises and communicates with the Executive Director and committee leadership to assist and determine MMCC committee priorities and upcoming policy meeting agendas.
  • Researches, tracks and analyzes current and emerging issues as well as proposed laws and regulations affecting the medical cannabis industry. Works with committees and other staff, as necessary, to develop appropriate policy positions on key issues.
  • Assists the Executive Director with the analysis, development, and communication of policy positions. 
  • Manages key policy and working groups. 
  • Must be technologically proficient with legal research and compliance databases. 
  • Assists the Commission with various Public Information Act requests. 
  • Drafts state and congressional testimony, comment letters, official correspondence, and other documents to assure the achievement of the MMCC's goals and policies. Prepares written communication for Commission members updating them on legislative, regulatory and industry issues. Manages, maintains and disseminates reports and other information as required and received from state and federal agencies, the Maryland State Legislature and Congress. 
  • Drafts talking points, webinars and other briefing materials as directed. 
  • Assists in developing content for certain MMCC conferences and events. Some state-wide travel required. 
  • Delivers presentation on areas of issue responsibilities or otherwise seeks to keep both Commission staff and stakeholders apprised of developments and industry developments.

MINIMUM QUALIFICATIONS

QUALIFICATIONS and SPECIFICATIONS:

Must have an undergraduate degree and Juris Doctorate degrees (required).

Bar Membership: Applicant must provide proof of an active bar membership in the State of Maryland and in good standing. Must pass a thorough background investigation and vetting process. A copy of your license must be attached to your application.  

Minimum of three years of related experience within a local, state or federal agency or government oversight agency or legal department of a related industry is required, with specific knowledge of Maryland state laws and regulations, particularly regulatory issues. 

Understanding and prior experience in dealing with legislative and regulatory matters at the state or federal level is strongly preferred. Must have exceptional written and strong oral communication skills as well as superior organizational skills, with a demonstrated ability to manage projects and meet deadlines.  Must be able to develop and communicate clear, concise and persuasive arguments, understand and manage complex policy issues, and provide thoughtful analysis of proposed rules and regulations. Incumbent must have strong customer/member relationship skills.

SELECTIVE QUALIFICATIONS

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees will be required to possess a motor vehicle operator’s license valid in the State of Maryland. Some state-wide travel is required.

BENEFITS

Job will start as an at will full-time contractual position (Eligible for some state employee benefits). Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
