Main Purpose of Job

The Director of Benefits as a senior staff member of the Asst. Secretary DUI, technical guidance; and supervision for federally- funded unemployment compensation programs in Maryland, administered by the Department of Labor, Licensing and Regulation in accordance with U.S. Department of Labor rules and regulations.  Programs under the guidance, control, and/or supervision of the Director of Benefits include Maryland State Unemployment Benefits; Unemployment Compensation for Unemployed Federal Civilian Employees; Trade Readjustment Allowance; ATAA; and HCTC, Disaster Unemployment Assistance; Work Sharing Unemployment Compensation; Unemployment Compensation for Ex-Service Members; Combined Wage Claims; Interstate Claims & ICON; Emergency Unemployment Compensation, Benefits Payment Control, and Extended Benefits. 

POSITION DUTIES

The Director of Benefits is responsible for the technical program aspects and the operation results of these programs in all claim centers, adjudication centers, and central office units including call center and collection activities.  The Benefits Director is responsible for the concept, development and implementation of the program(s) automation and process improvements.  In addition, the Director of Benefits position further entails direct line supervisory responsibility of the Claim Center and Adjudication Center Directors, the Administrator of Special Programs, the Special Projects Coordinator, including the Work Sharing Program, the Central Processing Unit; Federal Claims; Interstate Program Coordinator; and Benefits Payment Control.  The candidate should demonstrate the ability to focus on metrics based management, hold staff accountable through data drive tools,  perform work unit analysis and strategic staffing of critical UI functions, continuous process review and improvement, conduct formal supervisory reviews, plan and implement automation, and commitment to task based project management.  Experience in running call centers and employee development/training is desired.  It is the responsibility of this position to ensure a smooth and efficient operation of providing services that support the economic stability of the labor force, businesses and the community.

MINIMUM QUALIFICATIONS

Education: A Master's degree in Business Administration from an accredited college or university.

Experience: Six years of experience in administrative staff or professional work. Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

The candidate must have one year experience in planning, organizing, managing and supervise one or more of the following division within  Unemployment Insurances Programs

Benefits Division 

Personnel of the Claims and Adjudication Centers

Special Programs Unit

Disaster Unemployment Program

Benefit Payment Control Unit

Federal/Interstate/Combined Wage Claim Unit   

DESIRED OR PREFERRED QUALIFICATIONS

JD/MBA, JD/CPA, JD/MPA candidates are preferred.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
