Introduction

This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. Division of Parole and Probation. The incumbent serves at the pleasure of the appointing authority.

This position is limited to permanent and contractual Maryland Department of Public Safety and Correctional Services employees only.

Main Purpose of Job

This position serves as deputy/key advisor to the Director and/or Executive Deputy Director of the Division of Parole and Probation (DPP), overseeing management and implementation of required programs and services for the supervision of parolees and probationers in the 45 DPP field offices statewide; overseeing development/implementation, management, and maintenance of automated systems and computer hardware/software that support DPSCS community supervision field and administrative office operations throughout the state; ensuring development and implementation of community supervision operational policies; participating and/or leading strategic planning, grant development, performance measurement, program audits and special initiatives. This position acts as Director of Parole and Probation as needed.

POSITION DUTIES

Plans, directs and oversees administration of offender program services and administrative support services for DPSCS Division of Parole and Probation field and administrative offices statewide.

Supervises guides and evaluates a team of Program Managers who implement and administer offender program services and administrative support services. 

Oversees development and implementation of policies and processes to support community supervision administrative and programmatic requirements.

Reviews policies and processes for effectiveness and applicability; approves revisions and/or advises the Director on needed revisions.

Monitors software and hardware assignments and proper usage among division executive, fields and administrative staffs. Business owner for the Offender Case Management System (OCMS) for DPSCS Community Supervision.

Acts to maintain and improve the quality and quantity of operational services involving the introduction and refinement of automated systems, reorganization of operating section and units, reassignment of personnel, and development of proposals to increase organizational resources.

Ensures that programs are in place to effectively monitor offender compliance with conditions of probation, parole or supervised release.

Advises the Director and Executive Deputy Director, and the DPSCS Secretary and Deputy Secretaries as needed, on community supervision policies, laws and regulations and operations.

Participates in all phases of planning, policy development and programming regarding community supervision support and field office services, activities and initiatives.

Participates in budget and human resources planning for community supervision programs and services.

Carries out analytical studies involving the planning, development and implementation of community supervision programs, initiatives, and operational strategies.

Reviews processes to ensure alignment with programmatic initiatives and operational strategies, policies, operational instructions and procedures.

Participates on a variety of internal and external task forces and workgroups, giving input as needed regarding community supervision issues, processes, programs and services.

Attends the Governor’s bi-weekly meetings to discuss community supervision operations, crime trends and offender compliance.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited four-year college or university, in social science, behavioral science, business or public administration.

Experience: Eight years of experience in a parole and probation or other correctional agency. 2 yrs. of this experience must be directly managing Parole and Probation or Correctional Administration Programs and Services to include: Policy and Program Compliance, Field Support Services, Management Information Services and Financial Budget Analysis.
