Main Purpose of Job

This position serves as the Chief Financial Officer for the Department of Labor, Licensing and Regulation (DLLR) and provides leadership and strategic direction to the agency on all fiscal issues relating to its approximate $400 million budget. Serves as the principal management official and advisor to the Secretary, Deputy Secretary, Assistant Secretaries and Commissioners on accounting and financial policy matters involving federal/state accounting concepts, standards, fiscal interpretation, generally accepted accounting principles (GAAP), agency internal control and other policy matters. Reporting to DLLR's Executive Director of the Office of Administration, this position functions as the Director of the Office of Budget and Fiscal Services (OBFS), overseeing the agency accounting, budgeting and grants management functions. Total staff is approximately 28 employees.

POSITION DUTIES

Budget - DLLR's budget of approximately $400 million provides funding for eight programs and approximately 1,800 employees. It is funded from four sources: general, federal, special and reimbursable funds. The federal fund revenues are from grants within two federal agencies (Department of Labor and Department of Education). This requires additional knowledge in handling more complex transactions like expenditure reporting, indirect costs and draw-downs of federal revenues for two distinct federal agencies. In conjunction with the Secretary and Deputy Secretary, this position negotiates the agency's budget through the approval process with the Secretary of the Department of Budget and Management (DBM), Department of Legislative Services (DLS) and the Governor, and provides testimony to the legislative committees. This position is responsible for overseeing the coordination and preparation of DLLR's annual budget.

Accounting - This position oversees the directing of the accounting and reporting for the Department's budgeted expenditures of $400 million to ensure that Generally Accepted Accounting Principles (GAAP) and state and federal policy and procedures are followed. In addition, this position oversees the close-out of appropriations and the preparation of the agency's GAAP reports and federal grant reports. This position is also responsible for overseeing the cash management of approximately $140 million draw-downs annually. These fiscal functions are appropriately delineated as general accounting, grants management, payables (payroll, accounts payable and working fund) and receivables.

Grants - This position is responsible for leadership and strategic direction for administering Federal funds to ensure compliance with federal regulations, and the increase and leverage of the Department's financial resources. This includes the federal and state reporting requirements for over $170 million and the related Indirect Cost process.  

Legislative -This position serves on the agency legislative team and oversees the review of all legislative fiscal notes to ensure the accuracy and appropriateness of cost-to-fund programs, pending the passing of legislation.

Coordinate the Department's relationship with external (Legislative, Federal and CPA firm) auditors during the course of their audit engagements in the Department. Participate in entrance and exit conferences pertaining to such audits and coordinate the Department's response to such external audit reports.

Internal Control -Working with the internal audit staff this position provides leadership and guidance to all programs to insure that the internal control policies of the Comptroller are carried out. This function involves review and follow up of audit findings, as well as analysis of existing policies and procedures.

Other miscellaneous duties as required by management.  Other assigned miscellaneous duties include oversight of FMIS administration. FMIS administration requires close scrutiny of State account structures and integration with existing budget and payroll systems.

NATURE OF WORK

Program Manager Senior I is one of the highest managerial levels of program management in the State Personnel Management System. Employees are responsible for directing programs that have a broad scope and major impact on agency missions and operations. Employees directly or indirectly supervise technical, professional, or administrative staff.

MINIMUM QUALIFICATIONS

Education:    Bachelor's degree from an accredited four-year college or university.

Experience:   Six years (6) of professional budget and finance experience, three years at a supervisory or management level and at least three years of experience with the state budget, legislative, regulatory and procurement processes.

Notes:

1. A related Master's degree will substitute for one year of general experience.

2. A Doctorate's degree will substitute for two years of general experience.

3. Additional experience will substitute year-for-year for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have demonstrated experience with state systems such as FMIS, RSTARS, fee setting, and cost accounting. The successful application should have at least three years of management experience including responsibility for developing budgets, monitoring expenditures, and staff recruitment. Current CPA license and prior year-end closeout experience preferred.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
