Main Purpose of Job

This is the senior level position in the Medicaid program that serves as a Director who will be responsible for the management of enrollment reconciliation (MAGI applicants) as they transition from the current CARES and PAC system in to the Maryland Health Exchange and to confirm that the systems reconcile with MMIS which is our system of payment. This person will also be responsible for identifying and managing system enhancements in all systems to ensure the appropriate benefits are provided to applicants. In order to manage the process and the staff this position will provide direct oversight to the following units: Medicaid and MCHP Policy Units, Training, Systems Interface, Special Projects Unit and Medicaid Eligibility Quality Control Division. These divisions will achieve success through training, policy review and interruption, monitoring, analysis and reporting of recipient eligibility determinations to ensure that eligibility determinations are accurate and in compliance with all Federal and State regulations and policies and maintain the integrity of Maryland's Medicaid eligibility process.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree from an accredited college or university and at least six years of professional experience, preferably in a health or human services environment, including three years at a supervisory/management level.   The qualified applicant should have experience in implementing new programs, systems and system integration with the Medicaid Program. The candidate must have familiarity of the Federal Medicaid Integrity and Quality Control rules and with details of eligibility rules for multiple subprograms.

 

DESIRED OR PREFERRED QUALIFICATIONS

The qualified candidate should be able to navigate and query MMIS, MHC and CARES systems and design Customer Service Requests for ad hoc reports. The qualified candidate must be highly organized and able to deliver timely products, as well as have advanced management skills, and be capable of representing Maryland in calls, meetings and correspondence with federal oversight authorities.
