Introduction

Maryland 529 is an independent State agency responsible for administering the "Prepaid College Trust Plan" and the "College Investment Plan."  Both plans are the State's only qualifying 529 plans, named after the section of the Internal Revenue Code that permits states to establish and administer tax-advantaged college savings plans.  These two plans provide flexible and affordable options to help Maryland families save for future college expenses and reduce dependence on student loans and other forms of debt.  Each has its own set of features and benefits, and both offer generous federal and Maryland State tax incentives.

An addition to the 529 portfolio is the new Maryland ABLE Program designed by the 529 tax regulations. On April 12, 2016 Governor Hogan signed the Achieving a Better Life Experience (ABLE) Act enabling Maryland to begin building a State program. The main benefit of the Maryland ABLE program is State and local means-tested programs cannot use ABLE funds as part of eligibility considerations. The program is projected to be operational October 2017.

Main Purpose of Job

The ABLE Program Director is responsible for the initial development and ongoing management of the Maryland ABLE program, including creating the overall strategic and operating plans, leading the selection of a plan manager or partner state, data base and web development, sales and outreach.  Additional responsibilities include: monitoring national ABLE program development, regulatory changes, current program performance, and planning and implementing new outreach projects. In addition , this position is responsible for working with the ABLE Community Relations Coordinator in relationship development with community and education partners, marketing, and customer service and reporting.

This is a Management Service position which serves at the pleasure of the appointing authority.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university in disability services such as vocational rehabilitation, special education or a similar field.  

Experience: A minimum of five years of progressive management experience in a financial or an executive leadership position   Three years of experience working directly with person with disabilities    

Note: A master’s degree in business or related field may be substituted for two years of the required management experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

* Five years of  experience working directly with individuals with disabilities.  

* Knowledge of the principles of accessible communications and design.  

* Demonstrated public speaking experience.  

* Understanding of 529 college savings plans or financial operations and management background.

SPECIAL REQUIREMENTS
