Main Purpose of Job

This is a professional position serving as the Manager of the of the Office of Child Care, Child Care Licensing Branch responsible for providing leadership, management, and oversight of the Maryland State Department of Education’s (MSDE) responsibility for the health, safety, and welfare of children in out-of-home care through the licensure of child care centers, the issuance of Letters of Compliance to children care programs, and the registration of family child care homes.  Also the position supports the goal of helping all children to enter school ready to learn by approving nursery schools and providing technical assistance to licensed and registered child care programs.

POSITION DUTIES

Provides direction and supervision to Regional Managers in executing licensing functions; sets standards and monitors Regional Office activity relative to processing child care and nursery school applications, investigating complaints, initiating enforcement actions, maintaining files, providing technical assistance to providers and responding to informational requests from the community and other agencies; interprets policy and assists in the resolution of complaints from child care providers, parents and other customers of the central or regional offices; assigns responsibilities to and supervises performance of Licensing Branch staff; responds to public inquiries directed to the Governor, State Superintendent of Schools, and other officials; represents the Office of Child Care with provider groups, advocacy groups, other agencies and organization in workgroups, committees, and meetings; prepares reports and budget materials that support other licensing needs and activities.

MINIMUM QUALIFICATIONS

EDUCATION:  A Master’s Degree or equivalent 36-post baccalaureate credit hours of course work in Education, Administration/Supervision, Early Childhood, Social Work or a closely related field.

EXPERIENCE:  Eight (8) years of professional administrative experience in management, administration and/or supervision of Child Care Licensing Programs.

NOTE:  Two additional years of experience as defined may substitute for the Master’s Degree.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of Early Learning and Child Care programs; knowledge of Child Care Licensing operations and the procedures and practices that ensure safe and sanitary conditions at child care facilities, child care centers and family child care homes; knowledge of the processes and statutory regulatory standards involved in licensing child care facilities;  and issues governing education programs for Early Learning; skill in managing multiple tasks, identifying potential issues, and recommending solutions; skill in developing, initiating and interpreting policies and procedures and presenting recommendations; skill in communicating detailed policy information to a variety of audiences; ability to exercise good judgment and discretion in making decisions and when evaluating licensing requirements and conditions; ability to establish and maintain harmonious working relationships.

LIMITATIONS ON SELECTION

Applicants for this classification must consent to State Police and Child Protective Services (CPS) Investigations/Background Checks as a routine procedure for all employees required to work with Child Care Services Facilities.   Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
