Main Purpose of Job

This position will function as a Senior Deputy Director, Center for Cancer Prevention and Control (CCPC) within the Department of Health and Mental Hygiene's (DHMH) Prevention and Health Promotion Administration (PHPA).  The Senior Deputy Director is the second ranking senior administrator of DHMH's CCPC.  As one of the highest profile and largest ($50 million+) public health portfolios, CCPC is responsible for a wide variety of programs, such as the Breast and Cervical Cancer Screening Program, Breast and Cervical Cancer Diagnosis and Treatment Program, Comprehensive Cancer Control Program, State Council on Cancer Control, Colorectal Cancer Control Program, Maryland Cancer Registry, and the Cigarette Restitution Fund Cancer Programs.  This position provides day-to-day operational direction to four units within CCPC, encompassing over 30 staff.  This position works with these units to oversee the development of budgets, tracking of expenditures, planning of resources, and management of assets, including leading complex procurements.  This position works to ensure these are completed in a systematic and efficient manner to achieve DHMH, PHPA, CCPC's mission, goals and objectives.  This position provides backup to the Director and is responsible for the entire center in the Director's absence.

MINIMUM QUALIFICATIONS

Bachelor's degree and six years of health or human services administrative or professional experience, including three years at a supervisory or management level.  A Master's degree will substitute for one year of general experience.  A Doctorate will substitute for two years of general experience.  Additional experience will substitute year-for-year for the college degree.

The selected candidate will possess knowledge of public health programs, including current health care delivery systems, barriers to access and social determinants of health.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will have:

-- program management or administration experience in non-communicable disease prevention and control

-- workforce development experience, including recruitment, retention and career development support

-- financial management experience, including the development of budgets, tracking expenditures, planning of resources and management of assets
