Main Purpose of Job

The Family Investment Division (FID) has approximately 250 staff in three (3) District offices responsible for eligibility determination and delivery of services to the citizens and residents of Prince George's County requiring assistance. This position serves in an advanced leadership, management and executive level capacity, responsible for the organizational efficiency and administrative operations of the Family Investment Division. The incumbent provides leadership and management of the Family Investment Programs, Purchase of Care and all Work Participation Activities. Additionally, this position provides leadership in the areas of Accreditation and Strategic Planning.

POSITION DUTIES

Administers and interprets Federal and State laws and policies governing all public assistance programs and welfare reform initiatives.

Formulates long-range and short-range goals based on an analysis of a variety of internal and external environmental factors impacting service delivery.

Establishes performance standards and controls to ensure that program goals, objectives, benchmarks and action plans are accomplished and assesses effectiveness and efficiency of program operations.

Based upon operational needs and required program outcomes, determines an effective organizational structure and staffing pattern by the effective use of current staff, recruitment of new staff and/or redeployment of existing staff.

Plans, coordinates, supervises and evaluates the work of subordinate managers and determines training needs.

Establishes administrative and accountability controls (i.e. monthly reports at office and caseworker level to ensure uniform service delivery, goal accomplishments and eligibility decisions impacting customer's are carried out in accordance with federal, state, local and program fiscal policies.

Uses monthly reports to identify and correct problems and to develop and recognize outstanding office and/or individual staff performance.

Establishes accountability controls to ensure up to $2 billion in job training and placement contracts are effectively administered to meet the job training needs of Temporary Cash Assistant customers and require corrective action plans as necessary.

In accordance with Welfare Innovation Act 2002, develops and oversees the implementation of the Family Investment Demonstration Project and/or other new programs to meet emerging needs.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years experience in administrative, professional or technical work, one year of which must have involved supervision of other employees or exercising responsibility for program development.

Note: Additional experience determining eligibility for governmental assistance program can be substitute year-for-year for the required education.

SELECTIVE QUALIFICATIONS

Applicants must have four years of the experience in a human service program closely related to the planning, training or consulting in the area of family investment or experience in an administrative, supervisory or consultative capacity in a family investment program.

LIMITATIONS ON SELECTION

Candidates must be willing to accept employment in Prince George's County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which may require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
