Main Purpose of Job

The Maryland Developmental Disabilities Administration (DDA) Program Manager for Quality Enhancement (QE)  reports to the DDA Director of Programs and is responsible for the overall quality and risk management programs designed to continuously improve the safety, quality and effectiveness of the provision of services for all individuals served by DDA. This position is responsible for developing, implementing and maintaining an integrated quality framework and quality management plan for Developmental Disabilities program area that leads to a positive and measurable impact on the DDA's programs and services and those delivered by its network of providers. This position will also oversee internal quality improvement efforts such as incident reporting, mortality review process and other tasks related to quality and the assurance of health and safety of individuals receiving services.

Job duties and responsibilities include:       

  • Manages the licensure, certification, endorsement for Medicaid Home and Community-Based (HCBS) waivers and  State Plan Option providers and compliance of public and private providers in accordance with the Centers for Medicare and Medicaid (CMS) and COMAR regulations;
  • Manages and oversees incident reporting process, mortality review process, and other tasks related to quality as well as health and safety of individuals receiving services. Oversees abuse and neglect reporting and investigation processes and coordinates with OHCQ where appropriate to improve business processes, data flow, reporting, and oversight.
  • Directs and manages a team who leads or facilitates quality improvement activities, provide, assign and supervise project management oversight activities, and collaborate with performance analysis staff on data analysis and measurement of outcomes and evaluate attainment of results.
  • Managing and coordinating organization-wide efforts to ensure that quality improvement projects and programs are developed and managed using a status-driven focus that sets priorities for improvements in alignment with the DDA’s quality management plan and ongoing strategic objectives/imperatives.
  • Leading and facilitating initiatives to monitor and improve the quality and effectiveness of Developmental Disabilities services within the state. Establishing, monitoring, analyzing and reporting key quality metrics; Facilitating the interpretation of results and development of improvement action plans to agency leadership and a variety of stakeholders; developing and provide technical assistance to others in the development of comprehensive quality improvement plans. ·  
  • Develops and communicates strategic vision, scope, and mission of the Quality Improvement team.  Coordinates with providers and DDA’s partners on quality initiatives to enhance alignment with DDA’s quality framework and quality management plan.
  • Interact with individuals served by DDA including family members, providers, and representatives of stakeholder groups;  Coordinate relevant quality management stakeholder group(s) to provide input into quality improvement strategy, process improvement, data management and reporting.
  • Leading and providing subject matter expertise for the development of Quality Improvement policies and training programs that focus on enabling the workforce to understand DDA’s quality management framework, quality management plan, and the principles and processes related to quality management and quality improvement.
  • Collaborates on the design of an IT infrastructure to support the overall quality management/quality improvement system.
  • Coordinate with DDA’s Policy staff and others on implementation of HCBS Transition Plans and implementation of the HCBS Community Settings Rule;

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s degree from an accredited college or university in social work, psychology, education, counseling, public health, or related field.

Experience:  Six years professional experience in quality management in a statewide service system, or complex organization comprised of multiple units/locations in which authority is dispersed.  Four (4) years of management experience in a public or private organization which included responsibility for each of the following:

a) development of program standards and policies;
b) development of long- and short-range goals and plans;
c) program evaluation; and
d) budget preparation.

Or

Three (3) years of management experience in a public or private organization which included responsibility for each of the following:

a) development of program rules and policies;
b) development of long- and short-range goals and plans;
c) program evaluation; and
d) budget preparation, AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management.

 Notes:

Applicant may substitute a Doctoral degree in health or human services field for up to two years of the required general experience.

Preferred experience may include but not limited to Six Sigma or Quality Improvement, or Baldrige, or ISO 9000 or TQM Certification.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge of the principles and practices of quality and risk management, intellectual and developmental disabilities, and current trends in the field;
  • Proven experience in quality control, regulatory compliance, risk exposure and prevention;
  • Strong data analysis skills, ability to evaluate information, summarize and recommend strategies to improve and enhance quality performance outcomes;
  • Demonstrated ability to use and communicate data findings to produce significant improvements in the quality and safety of care;
  • Record of success with operational design and performance improvement projects;
  • Expertise in planning, directing and managing projects with measurable short- and long-term impact;
  • Thoroughness, independence and excellent written and oral communication skills; ·        Record of working in multidisciplinary teams;
  • Knowledge of the current trends in support and service delivery for individuals with ID/DD.
  • Knowledge of CMS HCBS Waiver programs and requirements.
  • Demonstrated ability to effectively work with broad range of stakeholders, internal and external, to accomplish work in an effective and transparent manner.
