Main Purpose of Job

This position provides overall leadership, administration and direction of the Continuous Quality Improvement (CQI) Office on behalf of the Maryland Department of Human Services (DHS), Social Services Administration (SSA). The incumbent in this position serves as the key internal visionary and dynamic leader driving SSA's/CQI's processes and sets priorities, schedules work assignments, and directs all internal and external work related to continuous quality improvement. This position also demonstrates expert knowledge of departmental and agency principals, practices, and issues including organizational structure, staffing patterns, and administrative controls to effectively supervise and monitor projects and initiatives; and assesses as well as works to improve program areas that span the scope of all child welfare programs.

POSITION DUTIES

Serves as the internal expert on CQI principles and leads the process of applying CQI principles within existing systems; oversees the planning, development, implementation, and monitoring of CQI processes with LDSS's, SSA, and other internal and external stakeholders; supervises a team of Supervisors and Analysts responsible for developing, implementing, and monitoring CQI processes with LDSS's, SSA, and other internal and external stakeholders; partners with SSA Research and Evaluation staff to ensure the availability of timely, user-friendly and actionable process and outcomes; works with SSA Research and Evaluation and Workforce Development staff, TA partners, and the Child Welfare Training Academy to ensure data literacy and ability to carry out evidence-driven decision making by LDSSs and SSA staff; ensures the outcomes of improvement plan and develops, reviews and assesses strategies to comply with federal quality assurance requirements, including the Child and Family Services Review (CFSR), to provide direction and technical assistance to local departments' for child welfare programs; manages activities to ensure compliance with the federal quality assurance guidelines and requirements; and coordinates activities and participates in decisions regarding CQI policies, procedures and implementation activities.

Directs coordination of child welfare program activities in response to CQI needs and emerging trends; develops budget plans and recommendations; tracks and reports expenditures, and makes recommendations for allocation of resources; develops and delivers executive summaries and presentations; attends all federal quality assurance meetings on behalf of the Department; engages in local, State, and Federal travel required for CQI as well as subsequent technical assistance coordination; conducts public and legislative forums with community leaders, State department officials, and legislators, as necessary; responds to client/customers, staff, community, and legislative inquiries; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a master’s degree in human service or related field from an accredited college or university.  

Experience: Six years of experience in administrative, professional or technical work in a Child Welfare Program or a Federal, State or other local Human Services Agency. Two years of which must have involved the supervision of other employees or exercising responsibility for program evaluation.    

Note:  

1.  Additional experience in administrative, professional or technical work in a Child Welfare Program may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1.  Experience working in a public human service agency.

2.  Experience managing and overseeing social services programs.

3.  Experience in developing, implementing, and/or overseeing Continuous Quality Improvement processes including the use of PDSA’s within in a human services environment.

4.  Experience with quantitative and qualitative data and research.

 5. Experience with communicating the importance of CQI monitoring effectiveness of programs and making course corrections.

6.  Experience managing and developing budgets.

7.  Strong written and oral communication experience.

8.  Flexibility in a busy environment.

9.  Experience with time management, priority setting, problem-solving and multi-tasking.
