Main Purpose of Job

This is a professional Management position responsible for directing the programmatic and fiscal oversight of the Division of Early Childhood Development’s expansion of the Preschool Development Grant (PDG), the Child Care Development Fund (CCDF), and several foundation grants and is responsible for leading the Division’s effort to solicit private funds to sustain the Federally funded RTT-ELC projects.

POSITION DUTIES

Manages and analyzes departmental, budget and fiscal planning and federal requirements for budget information; develops plans of projected fund expenditures based on available data and provides development strategies based on fiscal gap analyses; coordinates, reviews, and edits internal budget documents with Division fiscal staff;   defends the completed budget package during the review process; manages Division fund sources such as the Child Care Development Fund (CCDF), the Preschool Development Grant (PDG) and special funds; advises executive level staff regarding Federal funding rules and policies as well as philanthropic funding opportunities; provides guidance for developing and maintaining manuals, instructions and reporting instruments; coordinates training and technical assistance for MDSE staff; partners with management in matters of policy development, process improvement and implementation, financial modeling, grant review, and State and federal audits.

MINIMUM QUALIFICATIONS

EDUCATION:  A Master’s Degree or equivalent 36-post baccalaureate credit hours of course work in Education, Education Administration/Supervision, Finance, Management or closely related field.  

EXPERIENCE:  Seven years of professional experience in coordinating or administering early childhood education programs or services. Experience supervising or leading grant efforts including fund solicitation and grants management.  

NOTE:  Two additional years of experience as defined may substitute for the Master’s Degree

SELECTIVE QUALIFICATIONS

Knowledge of the grants components and requirement standards for Early Childhood programs; knowledge of grant processes and compliance/non-compliances standards; knowledge of principles and practices of program finance, budgeting and administration; knowledge of grant acquisition methods, management strategies and processes;  skill implementing and managing complex multi-faceted program components; skill using information and assessing the impact of that information in order to make sound decisions in the absence of regulation and policy; skill in program oversight, service delivery and evaluation of program effectiveness; ability to interpret federal and State policies, regulations, laws, and procedures; ability to set priorities, plan achievable time frames, and efficiently delegate assignments to staff; ability to determine the need for change in priority setting and assignments; ability to maintain effective working relationships; ability to communicate effectively, both orally and in writing.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
