Main Purpose of Job

This position serves as the Chief Corporate Compliance Officer for the Department of Health & Mental Hygiene(DHMH) and oversees the Corporate Compliance Unit within the Office of Inspector General. The Corporate Compliance Office is responsible for implementing the Department's fraud, waste, and abuse prevention program. This position supervises a staff which is currently consists of a Compliance Officer, Program consultant and Privacy Officer. The incumbent will serve as the designated Chair of the Corporate Compliance Committee, plans and implements training programs, oversees and conducts internal investigations for State employee misconduct by DHMH employees in accordance with the Governor's Executive Order. This position will also supervise the Privacy Office and ensure compliance with the DHMH the DHMH Code of Conduct , Corporate Compliance Policies ,and privacy policies including Health Insurance Portability and Accountability Act( HIPPA)and Health Information Technology Act of 2009 ( HITECH). The incumbent will serve as a liaison with various federal agencies to ensure that the Office of Inspector General and Department as a whole is in compliance with regulations and laws of the state and federal government.

MINIMUM QUALIFICATIONS

Bachelors degree and six years of health or human services administration, law enforcement or compliance professional experience, including three years at a supervisory or management level.  

A Masters degree will substitute for one year of the general experience.  A Doctorate will substitute for two years general experience.  Additional experience will substitute year-for-year for the college degree.  

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate should have experience and familiarity with the following:

  • Timekeeping
  • Fiscal Regulations
  • Leading/conducting employee investigation
  • State procurement
  • State ethics rules
  • Federal rules and laws related to health care finance accountability
