Introduction

Maryland Lottery & Gaming (ML&G) seeks a Director of Contract Management to oversee the contractor responsible for providing and operating the Lottery Central Monitoring and Control System (LCMCS) for the Maryland Lottery. The LCMCS processes all draw and instant game sales ($1.9 billion in FY 16) and prize payments for the Lottery. The successful candidate will be heavily involved as the existing, ten year old system, is fully replaced with new servers, software, communications network, terminals and peripherals.

Main Purpose of Job

The main purpose of this position is to oversee the contractor responsible for providing the LCMCS to the Maryland Lottery. Specifically this individual will ensure the contractor adheres to all terms of the contract and will act as a liaison between the contractor and various user groups within the Lottery, including Agent Administration, Sales, Finance, and Marketing. The individual will continually review contract performance and report on deficiencies and system failures, as they occur. Additionally, the individual will be primarily responsible for the review and approval of specifications developed by the contractor for customization of the LCMCS software for Maryland. Contract Management staff conduct User Acceptance Testing, coordinate equipment installation and removal at retail locations, and other functions related to successful operation of the retailer network. The LCMCS is a 24/7 transaction processing operation and the selected individual may be contacted by the contractor at night or during weekends and holidays if operational issues arise.

POSITION DUTIES

This is a management service position that serves at the pleasure of the ML&G Director. Position duties include but are not limited to:

  • Assure contractor compliance with all aspects of the LCMCS contract.  
  • Review or calculate Liquidated Damages as appropriate.
  • Review and approve contractor invoices.
  • Work with other user groups within the lottery to identify and design new or modified games and promotions.
  • Meet with contractor staff on a regular basis to ensure that systems and services are delivered in a timely fashion and operate as expected. 
  • Manage contractor and State resources to conduct acceptance testing.
  • Directly supervise and evaluate subordinate staff employees.
  • Monitor the LCMCS operations for accuracy and adherence to internal control systems, security and disaster recovery policies, and lottery procedures.
  • Study new technologies and offerings available in the lottery industry and make recommendations to lottery management for contract changes that may be needed to utilize these offerings. 
  • Advise Lottery management and field staff of operational issues impacting the ability of retailers to sell and/or validate tickets or other public facing issues on a continuous basis.

MINIMUM QUALIFICATIONS

Education:       Possession of a bachelor’s degree from an accredited 4-year college or university in business, marketing, technology or a related field. MBA preferred.  

Experience:     Three years of technology contract management experience or interaction with technology providers as a significant part of day to day responsibilities.  

NOTE: Applicants may substitute additional experience as described above for the required college education on a year-for-year basis.

DESIRED OR PREFERRED QUALIFICATIONS

·        Three to five years of lottery industry experience

·        Experience with or aptitude for understanding complex systems technology

·        Ability to communicate complex technological information clearly to others

·        PMP certification

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator’s license.
