Main Purpose of Job

This position manages the Child Welfare and Adult Services Units for the Worcester Department of Social Services.  The Child Welfare Unit is consists of Child Protective Services (neglect & abuse); Foster Care Services – Child & Parent; Foster Home Recruitment (application & licensing); Adoption – child, natural parent and adoptive family; Single Parent Services and Services to Families with Children.  The Adult Services Unit is consists of Services to Adults which includes Protective Services to Adults; In-Home Aide Service; Rental Assistance Program; Project Home, and Respite Care.

POSITION DUTIES

Assesses the needs of the Service Unit and implements action to ensure that all services are being provided efficiently, effectively, and in compliance with State/Federal mandates and consistent with standard practice for the profession. Directs and supervises the Child Welfare Supervisor, Adult Service Supervisor, Family Service Supervisor, and Assistant Director of Special Projects. Represents the local Department of Social Services at meetings with problematic cases or inter-departmental issues concerning our clients and at meetings with public, private and community groups. Pursues the development of resources that enhance the agencies ability to achieve it’s mission. Ensures fiscal resources for the unit are utilized, appropriated, and managed effectively.  Assesses training needs and arranges or provides training to meet staff needs in the unit.  Provides technical assistance and  consultation to staff on problematic cases. Completes the yearly and mid-year performance appraisals for direct subordinates.  Approves leave requests for employees. Responsible in cases of community disasters to man emergency shelters or report as essential personnel as required by the nature of the crisis event.  

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s Degree in Social Work from an accredited college or university approved by the Maryland Board of Social Work Examiners.

Experience: Seven years of professional experience in a social work capacity in a public or private agency or institution. Three years of the required experience must have been in an administrative or supervisory capacity.

SELECTIVE QUALIFICATIONS

Must be a Licensed Certified Social Worker- Clinical (LCSW-C). 

LIMITATIONS ON SELECTION

Candidates must be willing to accept employment in Worcester County, MD. 

This agency is approximately 125 miles from the Baltimore/DC metro area.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which may require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
