Main Purpose of Job

The Communications Director is responsible for designing and implementing internal and external communications for the priority initiatives of the Department. This includes the creation, planning, coordination and management of the Baltimore City Department of Social Services (BCDSS) integrated marketing, public relations and communications Unit. This position works with both external and internal communications to ensure that high quality and accurate information is made available in a timely fashion.

The Communications Director acts with urgency and ensures messaging is made in a proactive manner. Also develops and manages the implementation of initiatives focused on enhancing employee morale and wellness. The Communications Director is responsible for developing and maintaining relationships with news media, editors, reporters, Communication Officers, partner organizations, institutions, and government officials and their staff to ensure an adequate array of audiences and outlets for BCDSS messages. As a member of the agencys Executive Team, this position is instrumental in leading media management, including multiple social media outlets, promotion and marketing efforts, community outreach, and serves as an agency liaison to partnering organizations, local government and the Department of Human Services (DHS) to advance the Directors agenda as it relates to promoting the programs and services offered to Baltimore City residents.

POSITION DUTIES

Creates, develops and implements an internal communication plan. The plan covers all program areas of the  Department and provides messaging and associated activities for Baltimore City Department of Social Services employees.

Creates, develops and manages an external communications plan. Manages and implements a proactive communications program to enhance the reputation of the agency and increase visibility within the field. Designs and manages serial news letters  that include parent newsletter,RB21,newsletter.

Manages and handles several information channels and platforms for which the Director will participate ( from live interviews to press releases to social media), as deemed appropriate.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in English, Journalism, Public Relations, Writing or other similar related fields.

Experience: Three (3) years of experience in public information, public relations, journalism or other related experience in publicity or promotional work.
