Main Purpose of Job

The Harford County Department of Social Services (HCDSS) is seeking a talented and experienced individual to serve as the Assistant Director for the Local General Administration Division. This position is responsible for the management of all of the administrative functions in the agency. Areas of management responsibility and strategic planning include Human Resources, Information Technology, Procurement, and Finance. This position is directly responsible for all agency procurements, fiscal operations, budget formulation and analyses, record retention and Maryland Archive activity, facility management, travel coordinator, and audit coordination. In addition, the candidate selected is a key player in the leadership team and is involved in the development of all new initiatives in the agency. This position represents the department in a liaison capacity with managers and officials of other agencies concerning program activities. 

MINIMUM QUALIFICATIONS

Education:  Possession of a bachelor’s degree from an accredited four year college or university.

Experience:  Five years of professional experience in the areas of personnel, fiscal management and procurement.  Three years of this experience must have been in a supervisory capacity. 

Notes:  Candidates may substitute additional experience in administrative professional work on a year for year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

Experience in local department of social service operations is preferred.  

A demonstrated ability to develop short and long-range plans for program operations and resources.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the state of Maryland.
