Introduction

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

This is a position specific recruitment for the Department of Natural Resources, Fishing and Boating Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources, Fishing and Boating Services Unit is currently accepting applications for an Administrative Program Manager I. This position reports to the Fishing and Boating Fiscal and Management Services Division Manager and provides fiscal and management services to the Unit. The incumbent is responsible for managing the preparation, monitoring and analyses of the Unit's $29 million annual operating budget and $8 million Capital budget and close out process. The selected candidate will ensure proper development, review, and implementation of agreements related to federal and reimbursable grants as well as procurement of commodities, services and Memorandums of Understanding. Additionally, the incumbent will provide leadership and supervision to 5 division staff responsible for procurement, grants, human resources, office management and other administrative duties that support Fishing and Boating's work force of 150 full-time and 20 seasonal positions located at 13 field offices across Maryland.

MINIMUM QUALIFICATIONS

For education obtained outside of the United States (U.S.), you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the U.S., please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html prior to hire.

Education: Bachelor's degree in Accounting from an accredited college or university or a Bachelor’s degree from an accredited college or university with 30 credit hours in accounting and related courses.

Experience: Four years of experience in budget development and reconciliation. Experience must include a minimum of one year of supervisory experience.    

Notes:

1. Additional experience in accounting, budgeting or auditing work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

• Experience using the Statewide Accounting and Reporting System (R*STARS) and Advanced Purchasing and Inventory System (ADPICS)

• Experience with grants management
