Main Purpose of Job

This position manages the operation of WIC's Financial and Contract Management Unit by: -Managing an annual grant of $116 million in federal funds, $30 million in infant formula and cereal rebate funds, and $65,000 in state funds -Providing technical assistance to the WIC Program Director on all financial management and procurement issues. -Supervising all contract management staff, finance and procurement activities (commodities and services). -Develops and recommends training to PHPA Executive Direction in relation to MDH fiscal and procurement related policies and procedures.

MINIMUM QUALIFICATIONS

A bachelor's degree from an accredited college or university with 6 years of experience in health or human service.  A minimum of three years experience managing federal grant program budget and two years experience as a supervisor of budget analysts is required.   Applicant must have at least 1 year of experience with writing and evaluating requests for proposals for large procurement.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have training and proficiency in federal and state budgets and procurement regulations and experience in managing a multi million dollar federal grant, the ability to determine funding levels for sub grantees, and experience in the development and the evaluation of proposals for large procurements.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
