Introduction

The Maryland Historical Trust is the state agency dedicated to preserving and interpreting the legacy of Maryland’s past. Through research, conservation and education, the Maryland Historical Trust assists the people of Maryland in understanding their historical and cultural heritage.

Part of the Maryland Department of Planning, the Maryland Historical Trust serves as Maryland’s State Historic Preservation Office (SHPO) pursuant to the National Historic Preservation Act of 1966.

Main Purpose of Job

This position oversees the Maryland Historical Trust's Capital Grant and Capital Loan programs and the African American Heritage Preservation grant program within the Office of Preservation Services, Division of Historical and Cultural Programs; directly administers activities of the Maryland Historical Trust's Loan Program and African American Heritage Preservation Grant program; and provides technical preservation information to the public and to local and state agencies for these programs.

This position directly supports the Agency mission to enhance Maryland's historic sites and traditions and preserve Maryland's heritage resources.

POSITION DUTIES

  • Oversees the management of the Maryland Historical Trust’s Capital Grant and Capital Loan programs and the African American Heritage Preservation grant program, ensuring  program compliance with applicable statutes and regulations and preparing all required reports.
  • Direct administration of annual appropriation (currently $1.3 million) for capital construction projects funded through the African American Heritage Preservation Grant Program (AAHPP) and the Historic Preservation Loan Program.
  • Oversight of ongoing rehabilitation projects under the two programs (currently approximately 45 grant projects representing $3.7 million and 15 loans representing $2.4 million), ensuring compliance with program statutes, regulations, and policies.
  • Approval of requests for payment from grantees and borrowers.
  • Management of the competitive application process for awarding grants.
  • Evaluation of loan applications.
  • Preparation of all grant and loan program material including applications, guidelines, and instructions.
  • Management of applications and grant processes in GIFTS ALTA software.
  • Conducting outreach and workshops.
  • Providing technical preservation assistance to grantees, the public, and partner agencies, including frequent on-site meetings.
  • Coordination with AAHPP program partner, the Maryland Commission on African American History and Culture.
  • Technical review of proposed projects for compliance with the Secretary of the Interior’s Standards.
  • Preparation of all required reporting for program activities.
  • Administration, as necessary, of federal grant funds for capital projects.
  • Supervision of staff assigned to applicable grant programs.

MINIMUM QUALIFICATIONS

Education:  Bachelor’s or Master’s degree in Historic Preservation, Architecture, Architectural History, or closely related field.

Experience: Three years of full time experience in a related discipline with emphasis on historic preservation.

DESIRED OR PREFERRED QUALIFICATIONS

Demonstrated experience in reviewing and evaluating architectural and engineering drawings and specifications.

Demonstrated experience in evaluating proposed projects and completed work for compliance with preservation and construction best practices and the Secretary of the Interior’s Standards.

Demonstrated experience with interpreting and implementing legal, regulatory, and contractual requirements and processes.

Experience with public speaking.

Supervisory experience.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
