Main Purpose of Job

This is a contractual position responsible for developing and coordinating a comprehensive strategic outreach plan for the coordination of consumer education projects and resources to promote and encourage parental and family access to high quality programs for all children as it relates to the Maryland EXCELS Program.

POSITION DUTIES

Serves as the coordinator and provides technical assistance for all Maryland EXCELS outreach activities; consults with the Division of Early Childhood Development staff for ideas, identification of partners, content and processes; provides final outreach plans to Maryland EXCELS Branch Manager, Office of Child Care Director, and Assistant State Superintendent; develops and implements plans for distribution of information, including presentations to groups and stakeholders; provides support to programs entering and moving through the Maryland EXCELS program levels.

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work in Business, Marketing, Communications, Advertising, Public Relations or a related area.  

EXPERIENCE: Three (3) years of professional experience with marketing, advertising, outreach and/or promoting products, services and programs. Experience that includes promotion of programs specific to education is desirable. Experience promoting programs for nonprofit organizations, public programs, and government or advocacy groups is preferred.  

NOTE: Two (2) years of additional experience as defined above may be substituted for the Master’s degree.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of marketing and outreach principles; knowledge of methods used for developing; implementing and monitoring of outreach plans; knowledge of programs that impact early learning and special education; skill in utilizing various forms of media (printed, automated and web-based) to communicate information; skill in developing and interpreting policies and procedures; skill in organizing, planning and presenting meetings; ability to establish and maintain effective working relationships with a broad base of partners and stakeholders; ability to assess programs, identify problems, and determine improvements/solutions; ability to communicate effectively both verbally and in writing; ability to work as a team member.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
