Main Purpose of Job

This is a contractual position responsible for providing program and fiscal management for Judyith P. Hoyer grants and contracts for the Division of Early Childhood Development’s Collaboration and Program Improvement Branch which includes program and fiscal monitoring and overseeing the financial procedures impacting grants and contracts for the Branch.  The position requires travel up to 50% of the time to Judy Center locations statewide.

POSITION DUTIES

Provides technical assistance to local school systems in regard to Judith P. Hoyer funding, Early Care and Education Programs. Monitors grants and contracts to ensure compliance with program specifications, fiscal and spending requirements; reviews and approves invoices from grantees/contractors. Determines program needs for funding and recommends strategies for satisfying program objectives and implementation plans.

MINIMUM QUALIFICATIONS

EDUCATION:  Bachelor’s Degree from an accredited college or university in Education, Special Education, Early Childhood, Social Work, Social Services or related area is required. A Master’s Degree is preferred.  

EXPERIENCE:  Two (2) years of professional experience in grant evaluation and monitoring or budget preparation, development, presentation and execution.  Early childhood program,  and case management experience and knowledge or experience with .  Former Judy Centers work experience desirable.  

NOTES:

  1. Applicants may substitute additional experience on a year for year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the principles, procedures, and practices of grants management and financial appropriations; ability to provide technical assistance for grant management; knowledge of financial practices and budget analysis for education programs (Early Childhood programs, Case Management, Judy Centers, Head Start, Early Head Start preferred); presenting accurate and concise reports; skilled in managing multiple tasks;  interpreting policies, procedures, laws and regulations; case management experience; social services experience a plus, ability to establish and maintain harmonious working relationships; must be able to communicate clearly and effectively both orally and in writing. 

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
