Main Purpose of Job

The PHS (Public Health Services) Data Management Unit Director is the senior ranking Program Manager within Public Health Services at Maryland Department of Health that focuses on the data governance of public health informatics. This includes public health data management, monitoring, evaluation, quality, reporting, manipulating, and cross-platform integration to further data access and efficiency objectives. Information and technology data is managed for state and population health improvement objectives, healthcare delivery and access, public health quality improvement, emergency preparedness and response, core public health services, local health, and other public health programs for the State of Maryland. PHS Data Management Unit is key liaison for all Public Health Services administrations and leverages funding and training opportunities to further its mission.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university, with 6 years of health or human services experience with 3 years of supervisory experience.  The position prefers 3 years of experience working with databases, Excel and other statistical software packages (SPSS, SAS).

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate should possess: Proficiency using Microsoft Office Suite and data visualization tools such as Tableau, Qlick, MS Power BI, and GIS online and desktop; Knowledge of Medical Coding and Terminology is highly desirable, including ICD-10; Demonstrated presentation skills including data analysis, and the ability to work independently; Ability to develop, analyze and measure data from conceptualization through presentation of the information; Excellent communication skills and ability to work in a team environment; and, Effective time management across multiple projects, with several managers and competing priorities.

This is a Designated Political Special Appointment position, and serves at the pleasure of the Appointing Authority.  A resume must be attached to your application.
