Main Purpose of Job

To ensure the application of federal and state laws, regulations and Division policy in determining the eligibility of individuals with disabilities for vocational rehabilitation and Independent Living Older Blind services and to plan and implement vocational rehabilitation and Independent Living services to assist those individuals to maintain, prepare for and obtain gainful employment or independent living consistent with their skills, capacities and vocational and independent living choices within a reasonable period of time as defined within Individualized Plans for Employment or Independence.

POSITION DUTIES

Provides individual instruction to clients in the community and/or at the worksite to increase communication skills, the use of visual aids, daily living activities, and mobility skills for individuals with visual impairments; evaluates clients and client data to determine eligibility for services; manages a caseload of clients receiving independent living and/or vocational rehabilitation services from vendors and community organizations; attends and participates in staff development seminars and meetings.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's Degree

Experience: Level I - Professional experience in a behavioral or social science related field is preferred.  Level II - Two years of professional experience in a behavioral or social science related field is required; a Master's Degree in a Behavioral or Social Science related field may be substituted for one year of the required experience.  Experience providing teaching services for the Blind preferred

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of:  principles, procedures and regulations involved in providing rehabilitation teaching services; professional counseling, interviewing, and evaluation procedures; relationship between functional limitations presented by disabilities and independent living/employment goals; social and economic structure of the community organizations, and groups providing services and information for people with disabilities; ability to:  communicate effectively; effectively plan and organize assigned work and meet established performance standards; coordinate and deliver multidisciplinary services required to support rehabilitation programs; analyze and interpret complex and varied medical, psychological, and vocational reports; skill in adaptive and assistive technologies; establish and maintain appropriate relationships with clients, employers, representatives of public and private organizations, providers of rehabilitation services, general public, and government officials. Regular attendance and ability to complete work in a reasonable time frame is required.  Travel throughout Prince George's and Montgomery Counties is required.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
