Main Purpose of Job

A Jail Warden in this class plans, administers, coordinates and reviews the security, treatment and administrative programs of a correctional/pre-trial facility in Baltimore City housing committed and sentenced inmates and pretrial detainees. Work involves directing professional, technical, security, clerical, and other staff and subordinate managerial staff. This position is responsible for professional adult pre-trial and detention facility management and supervisory work of unusual difficulty in directing all security, treatment and administration for detention facilities. Employees in this classification supervise the Assistant Jail Warden, Correctional Dietary Regional Managers, Correctional Case Management Managers, Chaplains, Correctional Officer Managers, Correctional Security Chiefs, and other staff. Work is performed in a correctional/pre-trial facility and employees are exposed to detainees and in mates who may be abusive and hostile.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Direct the overall activities of a municipal pre-trial correctional facility ensuring compliance with policies, procedures and the Duvall Decree
  • This position is directly responsible for the budget of the facility
  • Responsible for the security of the facility (Monitors the perimiter and interior of the facility to evaluate best practices in staffing, detainee and inmate placing, to ensure that officer and inmate/detainee safey standards are in place and adhered to)
  • Responsible for the integrity of personnel assigned to the facility (Participates, disseminates and discusses COMAR, Standards of Conduct, EEO policies and Departmental Directives to ensure that all personnel are in compliance with professional standards)
  • This position meets with internal and external stakeholders (Speaks to civic, educational, religious and other concered groups; interacts with community social service agencies and facilitators in the inmate treatment and community reentry process; attends various graduation ceremonies for staff and inmates)

 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Criminal Justice, Business Administration or a related field of study.

Experience: Fifteen years of experience in a Correctional Institution and/or Law Enforcement Agency.  Five of those years must be in a senior management position - planning, directing, coordinating and monitoring security operations, administrative functions and/or supervising treatment and institutional programs.

Notes:

1. Additional experience in criminal justice or law enforcement work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education in Criminal Justice at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience. 

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SPECIAL REQUIREMENTS

  1. Employees in this classification are subject to 24 hour call-in and, therefore, will be required to provide the facility with a phone number at which they can be reached.
  2. Employees in the classification are subject to substance abuse testing in accordance with the Code of Maryland regulations 17.04.09, Testing for Illegal Use of Drugs.
  3. Employees must undergo a thorough background investigation.
