Main Purpose of Job

This is a professional management position responsible for providing leadership and supervision to the Youth Development Branch with key responsibility for overseeing staff, grants, and operations related to 21st Century Community Learning Centers (CCLC), Service-Learning, Maryland Association of Student Councils (MASC), Chess, Character Education , and Maryland Afterschool Opportunity Fund (MASOF).

POSITION DUTIES

Manages and coordinates daily operations of the Youth Development Branch to ensure that goals and activities are planned, implemented, and accomplished within timelines; provides technical assistance to local school systems and schools and coordinates statewide and regional meetings and conferences related to Youth Development programs; oversees local application processes, grant awards, reporting requirements, site visits, program reviews, evaluations of Service-Learning, MASC and 21st CCLC; Coordinates the preparation of testimony and fiscal notes, assists in drafting legislation, and writes reports, correspondence and position papers related to the Youth Development programs; Supervises staff, conducts performance evaluations, and facilitates team building and professional growth; fosters communication and collaboration among programs within MSDE that support Youth Development and Civic Literacy; Participates with national and state coalitions on issues related to education,  programs for students at-risk, violence prevention, and service-learning; identifies and seeks private and public funding opportunities for expanding youth development initiatives.

MINIMUM QUALIFICATIONS

EDUCATION:  Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Education, Educational Administration/Supervision, or a related field.  

EXPERIENCE: Six (6) years of administrative experience in or affiliated with education, including two years of experience coordinating or administering elementary education, secondary education, or student services’ programs designed for students who are at-risk academically. Experience in interpreting and implementing education policies is desirable.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of trends, regulations, policies, and issues affecting youth development programs, and evidence-based programs for supporting at-risk youth; skill in identifying the needs of at-risk students and delivering appropriate programmatic solutions, technical assistance, training, and guidance to local education agencies and non-profit organizations; skill in organizing and managing multiple projects, timelines, and deadlines; ability to establish and maintain effective working relationships with various public and staff and communicate effectively; ability to exercise initiative and sound judgment in making decisions.

LIMITATIONS ON SELECTION
