Main Purpose of Job
POSITION DUTIES
Manage the Adult Education and Literacy instructional and related services program.
- Plan, formulate, review, and implement Adult Education and Literacy program policy/guidelines and statues
- Identify policy areas that need to be addressed to respond to public policy, statue, or customer needs
- Convene stakeholders to develop/respond to proposed policy/statue guidelines
- Facilitate approval of proposed policy/guidelines/and statues by appropriate authorities
- Monitor compliance with policy/guidelines/and statues
- Provide input and feedback to the Director and the U.S. Department of Education on policy needs and implications
- Develop partnerships with external and internal collaborators to achieve Adult Education goals
- Coordinate the development and implementation of the State Plan for Adult Education
- Oversee grant development and management for Adult Education and Literacy Services
Manage the Adult Instructional Services Section personnel
- Provide leadership and management to AIS staff
- Delineate and assign staff roles and responsibilities
- Establish timelines performance benchmarks, follow-up assignments/expectations
- Obtain essential human, material, and fiscal resources for staff to fulfill assignments
- Monitor and evaluate staff job performance
- Resolve barriers to quality job performance including personnel problems
- Conduct regular staff meetings
- Identify professional development needs and develop professional development opportunities
- Assess impact of professional development activities upon job performances
MINIMUM QUALIFICATIONS
Education:
A master’s degree from an accredited college or university in education, instructional design, of business administration
Experience: Five years of teaching or program administration requiring regular use of independent judgment, analysis, evaluation, creativity, and consultation directed to developing management policies and general business in or affiliated with an education program. Experience in digital learning, including online and blended learning modalities, highly preferred.
Notes:
1. Six years of teaching or performing administrative staff work requiring regular use of independent judgment, analysis, evaluation, creativity, and consultation directed to developing management policies and general business in or affiliated with an education program may be substituted for the required education.
2. A doctorate may be substituted for one year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for- year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
1. Must have at least 2 years experience of direct staff oversight.
2. At least 1 year experience in digital learning, including online and blended learning modalities.
