Main Purpose of Job
This is a professional position serving as the coordinator for providing technical assistance and program support for the operation of the Judith P. Hoyer Early Care and Enhancement Program (referred to as the Judy Centers) and the State Early Childhood Advisory Council on Early Education and Care (ECAC) to improve collaboration among local school systems, state agencies and organizations and local early childhood advisory councils.
POSITION DUTIES
Provides technical assistance to Judy Centers, ECAC, local school systems, and local early childhood advisory councils with regard to applicable State and federal policies and procedures governing the activities of the ECAC Council and local councils; plans and coordinates decision-making pertaining to State and local early childhood plans within the scope of the legislation for the Judith P. Hoyer Early Care and Enhancement Program and the legislation for the State ECAC; develops and imparts presentations on early childhood initiatives and other State projects; Communicates with Judy Center Coordinators and staff, ECAC Council members, local school systems, local early childhood advisory councils, the philanthropic community, the business community, higher education, local and State agencies, and the general public on Council actions, including legislative agendas; monitors and evaluates the Judith P. Hoyer grant and other assigned grants/contracts; prepares solicitations to acquire quality initiative services based upon the scope of relevant federal goals and objectives and the scope of State projects.
MINIMUM QUALIFICATIONS
EDUCATION: A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Education, Educational Administration/Supervision or a related field.
EXPERIENCE: Four (4) years of professional experience in coordinating or administering an education program or service directly related to Early Childhood.
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of early childhood education; ; knowledge of Maryland Judy Centers and early learning programs; knowledge of State and Federal laws, policies, issues and regulations governing education programs for early learning students; skill in developing and presenting staff development; skill in coordinating and managing multiple tasks; ability to support teachers and administrators; ability to establish and maintain harmonious working relationships; ability to communicate clearly and effectively both orally and in writing.
LIMITATIONS ON SELECTION
Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
