Main Purpose of Job
These are professional positions responsible for providing leadership, expertise, and guidance to local school systems to build the capacity of administrators to improve low-performing schools in accordance with Maryland’s Every Student Succeeds Act (ESSA) Consolidated Plan and in the implementation of effective teacher and principal evaluations in accordance with Code of Maryland Regulation 13A.07.09, Education Reform Act of 2010, and Maryland’s ESSA Consolidated Plan. The full-time position focusses on building school leadership capacity with principals and principal supervisors and the part-time position focusses on teacher leaders and assistant principals.
POSITION DUTIES
Provides direction, guidance, support, and technical assistance to local school system and school leaders focusing on principals, principal supervisors, teacher leaders and assistant principals; supports and implements effective, evidence-based practices to improve low-performing schools; builds leadership capacity and sustains effective leaders; identifies and supports the implementation of evidence-based strategies to improve academic performance; provides regular on-site and virtual support to assigned principals, supervisors, teacher leaders, assistant principals and/or educators; creates, coordinates, and facilitates targeted professional learning experiences for school and school system leaders; provides leadership and expertise in the implementation of teacher and principal evaluations and student learning objectives (SLOs) in accordance with established policies and regulations.
MINIMUM QUALIFICATIONS
EDUCATION: A Master’s Degree or equivalent 36 post-baccalaureate credit hours of course work in Education Administration/Supervision or education-related field from an accredited college or university.
EXPERIENCE: Four (4) years of professional administrative experience providing instructional leadership, supervising school-based professionals, and/or leading school improvement initiatives is required.
NOTE: Possession of a doctorate in a field related to this position may be substituted for one year of the required experience.
SELECTIVE QUALIFICATIONS
Knowledge of laws, regulations, policies, and issues impacting teacher and principal evaluations and low-performing schools; knowledge of Professional Standards for Education Leaders and Model Principal Supervisor Professional Standards; knowledge of effective development and analysis of student learning objectives; knowledge of research, trends, and effective practices in school turnaround and/or academic reform; skill in identifying school-level and system-level needs and delivering appropriate programmatic solutions, technical assistance, training, and guidance on issues related to effective leaders and school improvement; skill in organizing and managing multiple projects, timelines, and deadlines; ability to establish and maintain effective working relationships and communicate effectively with a variety of stakeholders; and ability to exercise initiative and sound judgment in making decisions.
