Introduction

This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

Main Purpose of Job

This position is responsible for the direction and day-to-day management of eight of the Units within the Department of Public Safety and Correctional Services Human Resources Services Division. They are: Correctional Centralized Hiring; Employee Relations; Employee Health Services; Classification and Compensation; Records Management; Risk Management; Nursing Services and Human Resources Information Systems. The incumbent supports the Executive Director in the management and development of all assigned staff and in division-wide policy development and implementation.

POSITION DUTIES

Provides guidance, technical assistance and interpretation to the departmental program managers, agency heads, division directors, and agency personnel administrators regarding assigned Human Resources issues. Manages the eight  administration units of the Human Resources Services Division (HRSD): Correctional Centralized Hiring; Employee Relations; Employee Health Services; Classification and Compensation; Records Management; Risk Management; Nursing Services and Human Resources Information Systems.

Writes performance standards and evaluates assigned HRSD Managers according to the Performance Planning and Evaluation Program. Collaboratively trains supervisors staff in the Performance Evaluation Process (PEP).

 Interprets State Personnel and Pensions Articles, Code of Maryland Regulations; and Department of Budget and Management Guidelines. Develops, adapts and implements Departmental policies to meet unique agency needs.

Collaborates with the Executive Director of HRSD to prepare responses to the Governor, Department Secretary, Deputy Secretary, members of the legislature, and elected officials concerning complaints and proposed legislation and regulation unique to the Department of Public Safety and Correctional Services.

Supports the Executive Director of HRSD with back-up responsibilities in all areas of leadership and management of the various units within the Division.

MINIMUM QUALIFICATIONS

Education: Possession of a Master's Degree from an accredited college or university.

 

Experience: 5 years of senior level management experience managing multiple disciplines and locations, (equivalent to regional, divisional or corporate levels). The senior level management experience should include at least four of the following disciplines: Human Resources Management, Employee Health, Risk Management, Employee Relations, Strategic Planning, Leadership Development and Training and/or Policy Development.

 

Note:

An additional 2 years of the required experience may be substituted on a year-for-year basis for up to two years of the required education.

 

For education obtained outside the United States, you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. This evaluation must be submitted with your application.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

EXAMINATION PROCESS

All persons who meet the minimum and selective qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year.
